Restricting the exhaust sets the cylinder’s stroke speed. Restricting on the exhaust gives smoother operation than restricting on the supply, because the cylinder works against a back pressure.
Fewer parts means fewer potential leak points and a simpler installation, which matters particularly on automated lines with many cylinders.
